    Beverage/Restaurant Operating Permit (Training Certificate)


    Scope of application

    Any person declaring the opening, mutation, translation or transfer of a third or fourth category on-premises premises or any person declaring an establishment with a "petite licence restaurant" or "licence restaurant".

    Exclusion

    Persons who do not sell alcoholic beverages at all, or persons who sell takeaway alcohol only until 10 pm.

    Description

    The persons concerned must undergo specific training on the rights and obligations attached to operating a public house or an establishment with a "petite licence restaurant" or "licence restaurant".

    This training is compulsory.

    At the end of the training, the approved organization issues a certificate, known as a "business permit", to those who have taken it, in accordance with a standardized model. This certificate is equivalent to an operating permit for an establishment (public house or restaurant) dispensing alcoholic beverages, and for the business of renting out bed and breakfasts.

    The attestations mentioned in the preceding paragraphs include the following information:
    1. Surname, first names, address and date of birth of the trainee;
    2. License registration number and expiry date;
    3. The dates and location of the training course for which the permit was issued;
    4. The name, legal status and address of the approved organization issuing the permit;
    5. The signature and stamp of the aforementioned organization;
    6. The reference of the decree approving the organization.
    The approved training organization sends a second copy of one or other of these certificates, by electronic means if necessary, to the prefect of the department in which the holder of the certificate resides.

    If the holder works in a department other than his or her place of residence, the training organization sends a third copy of the attestation to the prefect of the department in which the holder works, under the same conditions. This permit is valid for 10 years.
