Scope of application
All companies re-exporting U.S. strategic goods, or incorporating U.S. strategic goods, are affected.
The goods concerned are products, materials or equipment, as well as software and technology, which have civilian uses but which could be used in the design, manufacture or use of war materials (see "dual-use items").

Description
A U.S. license must be requested from the Bureau of Industry Security (BIS) for re-export of:
- U.S. property on the Commerce Control List that is listed under an Export Control Classification Number (ECCN); or
- a non-U.S. good that contains more than 25 percent by value of a U.S. good listed under an ECCN.
