Global licence (authorisation for the export of dual-use goods or technologies)
Scope of application
The global licence is an authorisation that applies to organisations wishing to export one or more types of dual-use items (DUIs) to one or more destinations, without limit of quantity and value.
Description
The global licence is suitable for large flows because it allows its holder to export without limitation of quantity or value and throughout the period of validity of the licence, one or more identified dual-use items to one or more consignees or States of destination designated on the licence, without having to obtain a specific authorisation before each shipment.
It corresponds to known, recurrent and well identified flows. Export procedures are therefore simplified; in return, the exporter ensures very precise monitoring of exports and communicates this to the Administration every six months.
The global licence is valid for 24 months from the date of issue.
The company benefiting from the global licence must put in place internal control procedures.
Attention: it is up to the exporting companies to determine themselves whether their products are concerned or not by the "dual-use goods" control according to the technological characteristics of their products.
